8 Best UGC Agencies for DTC Brands (2026)

Meta says partnership ads, the format that runs creator content from the creator's own handle, deliver 19% lower CPAs and 13% higher click-through rates on average. That's why every DTC brand we talk to wants more UGC. The harder question is who should make it.

A UGC agency is one answer. So is a $99 marketplace video or a $400 monthly subscription. Plenty of brands still DM creators themselves. Most "best UGC agency" lists mix all of these into one ranking and quote no prices, so you can't compare them.

We sorted 8 options into the models they run on, pulled the prices each one publishes, and checked what usage rights you get. Then we did the math the other lists skip: what a winning ad costs once you count the media spent finding it. We run creator ads for DTC brands every week, so we've also flagged where we'd send a brand we can't serve well.

TL;DR

  • UGC sources split three ways: managed agencies, pay-per-video marketplaces, and subscriptions you run yourself.
  • Published prices start at $89 per video on soona UGC and $99 on Billo.
  • Test media often costs as much as production, so hit rate drives the cost of each winning ad.
  • Get paid usage, partnership ad access and raw files written into every creator contract.

What is a UGC agency?

A UGC agency finds creators, writes briefs and hooks, manages filming and delivers ad-ready videos that look like customer content. Managed agencies handle casting and scripts for you. Marketplaces like Billo and soona UGC let you post a brief and pay per video, with less strategy included.

How much does a UGC agency cost?

Marketplaces publish prices from $89 to $99 per video. Insense charges $400 to $500 a month plus a 7% to 20% fee on creator payments. Managed agencies quote per project; The UGC Agency's enquiry form starts its budget bands at $3,500.

Is a UGC agency worth it for a small DTC brand?

Under about $25,000 a month in Meta spend, usually not. A marketplace video costs a fraction of a managed ad, and the saving funds more tests. A managed agency earns its fee once its hit rate on scaled ads is more than double what you get from marketplace creators.

What does a UGC agency do for a DTC brand?

A UGC agency produces ads that look like a customer filmed them. The agency recruits creators who match your buyer, writes the brief and opening hooks, ships product, reviews drafts and hands back edited files. The good ones also secure the rights you need to run those files as paid ads.

You'll meet three business models under the same label. Managed agencies do the casting and scripting and quote per project. Marketplaces let you post a brief and pick creators, priced per video. Subscription platforms charge a monthly fee for access to a creator network, and you manage the work.

The model matters more than the logo. It decides who writes the hooks and who carries the blame when nothing scales. Pick the model that matches the job you can't do in-house, then compare agencies inside it.

How much UGC does your Meta budget need?

Meta's Andromeda retrieval system picks ads per person from a much larger pool than the old delivery system could handle. In practice, accounts with more distinct concepts find more pockets of cheap conversions, which is why creative volume now sets the ceiling on scale.

We size volume from budget, not from a gut number. We cap testing at about 20% of monthly Meta spend and give each new concept roughly 2x the account's cost per purchase before we call it. At the $49.04 median cost per purchase in our Meta ads benchmark, that's $98.08 of test spend per concept.

Run it forward and a $10,000 month funds about 20 new concepts. A $25,000 month funds about 50, and a $100,000 month about 203. Brands spending $10,000 a month don't need a 40-video retainer. Brands at $100,000 can't get enough volume from one creator and a ring light.

Our Meta Andromeda breakdown covers how we structure the campaigns those concepts go into.

The 8 best UGC agencies for DTC brands

Prices below come from each company's own site or pricing page, checked in October 2026. Where a company doesn't publish a price, we say so.

1. Top Growth Marketing: best for UGC tied to media buying

That's us, so weigh this entry accordingly. We source creators, run influencer whitelisting and partnership ads, and buy the media, so the team writing hooks also sees which ones convert. Engagements are month-to-month with a first-month money-back guarantee. We're the wrong pick if you only want raw videos for an in-house buyer.

2. The UGC Agency: best for brands selling in several countries

London-based, with a network its site puts at 30,000+ creators in over 100 countries, including about 16,600 in the US. Every ad ships with two or three hooks, and paid and organic usage is included and agreed with each creator before filming. It runs Spark Ads and partnership ads. Pricing is quote-based, and its enquiry form starts budget bands at $3,500.

3. inBeat: best for hook-heavy paid social programs

A managed service covering casting, scripts and hook writing, plus whitelisting and Spark Ads. Usage and licensing terms are set before production starts, which is the order you want. inBeat publishes no prices; engagements are scoped on a call.

4. Minisocial: best for consumer goods brands that want it handled

Minisocial runs as a managed service: you submit a brief, its team picks creators for your approval and handles every follow-up. It's a common pick for food and consumer goods brands. There's no public pricing page, so expect a scoping call.

5. Cohley: best for enterprise brands running UGC year-round

Cohley pairs a creator platform its site puts at 200,000+ creators with a managed services option and flat-rate pricing built around content volume. Cohley says small brands with one-off needs are a poor fit, which is a useful filter.

6. Billo: best pay-per-video option for testing hooks

Videos start at $99 each, and Billo lists 5,000+ vetted creators. You get full usage rights for ads and your own channels once you approve a video. Longer or more complex briefs cost more, and you write the brief yourself.

7. soona UGC: best entry price per video

Trend became soona UGC in April 2026 and dropped its credit packages, so you can buy a single video. Pricing starts at $89 per video, with worldwide, perpetual usage rights. You're managing creators and briefs, so budget your own time.

8. Insense: best subscription for partnership ads at volume

Insense charges $400 a month billed annually or $500 billed quarterly, plus a 7% to 20% marketplace fee on creator payments. It supports Spark Ads and Meta partnership ads, which makes it a fit for brands with an in-house buyer who wants a steady creator bench.

What do UGC agencies charge in 2026?

Marketplaces publish per-video prices from $89 to $99. Subscriptions add a monthly platform fee on top of what you pay creators. Managed agencies quote per project, and the extra covers strategy and scripting, plus rounds of revisions.

Per-video price is the wrong number to compare, though. Each concept also burns test media before you know if it works. In our model that's $98.08 per concept. Divide the full cost of a concept by your hit rate, the share of tests that go on to earn scaled spend, and you get the cost of one winning ad.

Take a 10% hit rate. A $99 marketplace video costs $1,970.80 per winner. Say a managed agency charges $350 per ad, which is what a $3,500 package of 10 ads works out to. That's $4,480.80 per winner at the same hit rate. To break even, the managed agency has to land about 2.3x the marketplace's hit rate, around 23% against 10%.

Some agencies clear that bar, because good hooks and casting are the whole job. Ask any agency on your shortlist for its share of delivered ads that reached scaled spend on past accounts. If it can't answer, you're buying videos.

"At a 10% hit rate, a $350 managed UGC ad has to win about 2.3x as often as a $99 marketplace video just to match its cost per winner." — Top Growth Marketing, UGC cost model, 2026

Get usage rights, whitelisting and raw files in writing

Most UGC disputes start with a contract that said "usage rights" and stopped there. Before anyone films, get four terms in writing. First, paid usage, and for how long: perpetual, or 30, 60 or 90 days. Second, whether the creator grants partnership ad or Spark Ads access to their handle, and for how long. Third, raw footage, so your editor can cut new hooks from old shoots. Fourth, any exclusivity that stops the creator filming for a competitor.

Partnership access is worth paying for. On top of the 19% CPA figure, Meta reports 7.5% higher offsite conversions when partnership ads include testimonial elements. A creator's handle carries social proof that a brand page doesn't.

In our experience scaling DTC brands, this is where UGC pays. For a beauty brand, whitelisted creator ads helped grow revenue about 170% in its first six months with us. The videos were simple phone shoots. What made them pay was the right to run the winners from the creators' handles at scale.

If you're pricing whitelisting fees with creators directly, our whitelisting rate guide has the ranges we see.

How to choose: agency, marketplace or in-house

Under about $25,000 a month on Meta, start with a marketplace. Billo or soona UGC will cover 20 to 50 concepts a month for less than one managed retainer, and the saving goes into test media. Write your own briefs from your best customer reviews.

Between $25,000 and $100,000, a subscription like Insense or a managed agency starts to make sense, because you need creator volume and someone to keep hooks fresh. Choose a managed agency if nobody in-house writes scripts. Choose a subscription if you have a buyer who does.

Above $100,000 a month, most brands run a blend of a managed partner for new angles and a marketplace for hook variations. Creators who already win move into a whitelisting program on longer terms. Our list of the best Meta ads agencies for DTC brands covers the media side, and the UGC ad examples library shows formats that are working now.

The TGM Take

The consensus says the cheapest good-looking video wins, so most brands shop UGC on price per video. We think that's the wrong number.

At marketplace prices, the media you spend testing a concept is about the same as the cost of making it, and most concepts fail. So the variable that moves your cost per winning ad is hit rate. A $350 ad that wins one time in four beats a $99 ad that wins one time in ten.

That cuts both ways. Small brands overpay when they hire a managed agency before they can fund the tests. Bigger brands waste money buying cheap volume nobody briefed well. Pick the partner who'll tell you their hit rate, and walk away from the ones who can't.

✅ Hire a managed UGC agency if…

You spend $25,000 or more a month on Meta or TikTok and nobody in-house writes hooks. Before signing, make the agency show what share of its delivered ads reached scaled spend.

❌ Use a marketplace instead if…

You're under $25,000 a month and can write a brief from your best reviews. The money you save on production buys more tests, and at that budget tests are what you're short of.

How to pick your UGC partner this quarter

Work out how many concepts your Meta budget can test before you talk to anyone. Then pick the model: a marketplace under $25,000 a month, a managed agency or subscription above it. Shortlist inside that model and compare on cost per winning ad, with the usage terms in writing.

If you want creator ads run by the same team that buys the media, book a growth strategy call. Our Meta ads agency team will tell you how much UGC your account can carry and where we'd source it.

Frequently Asked Questions

How many UGC videos do I need per month?

Size it from your test budget. Put about 20% of monthly Meta spend into testing and give each concept roughly 2x your cost per purchase. At a $49 CPA, a $10,000 month supports about 20 new concepts and a $50,000 month about 100.

Who owns UGC content after an agency delivers it?

It depends on the contract. soona UGC grants worldwide, perpetual usage and Billo grants full usage rights once you approve a video. Managed agencies set terms per project, so get the paid usage period, partnership ad access and raw footage in writing before filming.

What's the difference between a UGC agency and a UGC platform?

A UGC agency manages casting and scripts, handles revisions, and quotes per project. A UGC platform gives you access to creators and you run the brief yourself, paying per video or a monthly fee. Agencies cost more per ad and include strategy; platforms cost less and need your time.

Can I run UGC as Meta partnership ads?

Yes, if the creator grants partnership access to their handle. Meta reports partnership ads average 19% lower CPAs and 13% higher click-through rates. Build that access into the creator agreement, because asking after the video ships often costs extra.

Is UGC still worth it in 2026?

For most DTC brands on Meta and TikTok, yes. Andromeda rewards accounts with many distinct concepts, and UGC is the cheapest way to produce them at volume. What's changed is the buying decision: judge sources on cost per winning ad, not price per video.
